“There were times where instructions were given that this person must find a way to prosecute,” he said. As an example, he alleged that Rodriguez asked to prosecute a state judge . “It is an aberration to be in a meeting and to say: ‘I want a judge, bring me a judge’, because she wanted a judge. That was the target, a state judge, “he said. The journalist Rafael Lenín López asked him if those expressions occurred before the trial of the former judge of Aguadilla Court Manuel Acevedo Hernández , convicted in April 2015 for judicial corruption, to which Reyes Caparrós answered with a “yes”.
The Case of Judge Manuel Acevedo-Hernandez smells strongly, and most likely is, the FBI’s, namely Carlos Cases’s set-up and the frame-up, with the possible political overtones and aspects, and with the purpose of exercising the control over the power structures.
“As part of the scheme, Acevedo Lopez would help the then judge to fulfill his “dream” of retiring as judge of the Court of Appeals using his political contacts and the fundraiser of the Popular Democratic Party Anaudi Hernández, which did not materialize.”
These set-ups and frame-ups look very much like the parts of a certain style: the easy heroism on the village idiot level designed to produce the image of the corruption-fighter, and at the same time to distract the attention from their own corruption, while in fact, not giving a s… about anything but their own wellbeing. That’s the corruption refined, corruption par excellance. With the FBI’s good intentions, and the FBI’s good little cowboys Carlitos and their lies, cleared and paved is the path to their blessed Banana Republic and its eternal paradise! Get ready, America!

Yes, in my humble opinion, it is Carlos Cases of the FBI, who is the real culprit and the instigator of the “reign of terror” in the various ways, shapes, and forms in Puerto Rico, and this was the very stupid thing to do in Puerto Rico. He was and is hiding skillfully behind the others.
Rodriguez-Velez blamed him squarely for Caparros’s investigation. “But it was not an investigation of mine, it was from the FBI”, she said at the beginning of the trial.
It appears that the FBI’s main concern was that Mr. Reyes might be exposed to the molesting influence of the Russian underage prostitutes. Was this the loving, if somewhat overbearing, but the “usual and customary paternalistic concern” on the part of the FBI, with the specific Puerto Rican flavor, in their mission to preserve Mr. Reyes’ chastity? Or was this particular concern of Mr. Cases’ based on his own personal experiences and vulnerabilities? Or was Mr. Cases in search of his new cases (I suspect that this is the origin of his FBI name “Cases”) to advance his FBI career? What was the cost of these frivolous, baseless, sucked out of a finger, concerns to the taxpayers? And what really important work was missed due to this misallocation of resources? The history and the FBI files are silent on all these points for now. But just for now. We might learn something about these interesting subjects later on. With regard to the quality of these activities as the “counterintelligence operation”, the bull in a china shop would have more grace, care, and sensitivity.
It was the Royal Road To Banana Republic, thanks to FBI! Former intelligence specialist Francisco Reyes Caparrós won the lawsuit against the local Federal Prosecutor’s office for “labor harassment and acts of reprisal” on 5/31/2018. Now it looks and feels like the same Process, Part 2: Who planted the “evidence” (“a presentation on socialism”) in Reyes’ computer? Was this the FBI? Answer this question, Mr. Cases. If this was done, then in principle it can be done to everyone and to everyone’s computer. This opens the road to the abuse of power and lays the foundations for the totalitarian, dictatorial rule, namely the same old “BANANA REPUBLIC”. It becomes the issue of public and national safety, security, and concerns.
WHO PLACED “A PRESENTATION ON SOCIALISM” IN REYES’ COMPUTER?
Did the FBI do that? Did Mr. Cases authorize it? Was it “his job”, was this within the scope of his duties? (Previously he denied that dealing with the extensions for Reyes’ investigation was “his job”: “He admitted that he did not verify the justification of the extensions of the investigation. “That’s not part of my job,” answered Cases.)
“A presentation on socialism was also found on Reyes’s computer… It was later determined that someone other than Reyes placed the presentation on his computer.”
Did the FBI do this in Reyes case, and why? Answer this question, Mr. Cases.
The role of Rodriguez-Velez in this affair is much more publicly visible than that of Carlos Cases, but hers was not the leading role. Nevertheless, the readers comments were quite harsh: “She is now a criminal equal to the ones she pursues.” … “This gentleman showed that the reign of Rosa Emilia in the federal prosecutor’s office must end now. Too many years of abuse on the part of this lady. Arrogant.”
Who guards the guardians of Puerto Rico? Fire Carlos Cases from FBI! Fire Rosa Emilia from DOJ! They are a disgrace to the US Government! Investigate both of them in depth!
TRY COINTELPRO ON THEM!
Pepper-spray them from the motorcycles till they have their heart attacks! That will prove that they were the Russian spies because they would become overwhelmed with guilt! Use the motorcycles themselves as the weapons if you need to, crash the enemies of the people!
Use “shit-bombs” and “piss-bombs” on them (the FBI’s most favorite secret weapons and the latest scientific product, its natural “brainchild”, so to speak. Send the streams of the “Sahara dust” from the hand-held ionizers into their noses, to help them better to inhale and to enjoy this so very fresh and clean, and so specifically Boricua air.
And do not call our COINTELPRO Investigators the “Village Idiots” and the “local yokels”, they are just doing their jobs, and that’s how they were trained and “educated”.
Follow them closely and let them know that they are surveilled every minute. Hopefully, they will correct their wrong ways and enter the path of redemption, according to the FBI’s “Panopticon prison mentality. (Well, it is too late, anyway.)
We watch everything and everyone, “friends and foes alike: “Keep your friends close to your heart and keep your enemies even closer”, said one of our Godfathers.
Collect all the relevant and irrelevant information about them very carefully: from their family members, friends, dogs, cats, and other pets and informants. Use the “truth serum” on them every time they have a drink in a bar or at a party, and the truth will come out!
Send RFI-s (Requests For Information) to the KGB, FSB, SVR, GRU, Mossad, Cuban and Venezuelan Intelligence Services, and other relevant and irrelevant agencies, something must be lurking somewhere out there! *Wild Card*! Monte Carlo! Who cares?!
And do not worry about a thing: no one will ever learn about these and other similar FBI activities: we do not bother to keep the records and to report them. You can safely do whatever the “F!” you want, and no one will ever know about it. After all, we are the premier world domestic spying agency, and the secrecy is a part of our job.

Follow-up and further investigations:
- Was “a presentation on socialism” planted in Caparros’s computer by the FBI on Carlos Cases’ instructions?
- Were the public accusations of being a “Russian spy” the deliberate slander and branding – scapegoating tactic on behalf of both Carlos Cases and Rosa Emilia?
- Were the intimidation tactics used by both the PR FBI, namely Carlos Cases, and the PR DOJ, namely Rodriguez-Velez, to keep the law enforcement forces “in line” and under their thumb, under their total control?
- Were these two persons corrupt at the same time, dispensing favoritism among the political and commercial friends and allies?
- Was the false evidence used by them illegally to frame and to convict, including the law enforcement officers and judges? Was this tactic used as an instrument of intimidation, manipulation, and control?
- What is the legal essence and the pertinent details of the sexual harassment case against Velasquez-Velez brought up by Ms. Mestey, and what is the present status of this case?
All these are not the idle questions, and they need their answers.
Puerto Rico is not the Banana Republic,

In the cases identified by NotiCel, the perjured or “unbelievable” testimony of the police officers has not resulted in the cases being dismissed or agents being prosecuted for lying or cheating the prosecutors.
In addition, the Puerto Rico office of the federal prosecutor’s office has also been criticized by the judges of the Court of Appeals of Boston for improper conduct in violating the constitutional rights of the accused.

And by the way, I think that they are the “Russian spies” themselves. In my humble opinion.
I also have to say, for the sake of balance and objectivity, and according to my observations and impressions, that under the current PR FBI Directorship of Mr. Leff, the things appear to be somewhat more normal and healthier. Hopefully, this is just the beginning. PR branch of the FBI plays an enormously important role in the Island’s political, social, and cultural lives, and the quality of its leadership is definitely a factor in the Island’s development.

My Comment:
When one of the highly placed law enforcement officers spreads the false rumors about “being the Russian spy” and prevents the good honest worker from doing his job, she is no different from the street rumors monger, and we all suffer. Look into the mirror, Ms. Rodriguez-Velez. I think you should resign or be fired. The same I will say about Carlos Cases, I think he has a long tail of misdeeds in Puerto Rico: resign or be fired. And I will say it again: Investigate both of them in the most thorough and exhaustive fashion. Enough is enough. They did a lot of wrong to Puerto Rico, they share their part of the responsibility for the current crisis, including the endemic corruption in law enforcement, and no pretty phrases and “responsible talk” will hide it. Fire them, and the others who have to be fired, and investigate them. Bring in good new people.

It appears that the FBI’s main concern was that Mr. Reyes might be exposed to the molesting influence of the young Russian underage prostitutes. Was this the loving, if somewhat overbearing, but the “usual and customary paternalistic concern” on the part of the FBI, with the specific Puerto Rican flavor, in their mission to preserve Mr. Reyes’ chastity? Or was this particular concern of Mr. Cases’ based on his own personal experiences and vulnerabilities? Or was Mr. Cases in search of his new cases to advance his FBI career? What was the cost of these frivolous, baseless, sucked out of a finger, concerns to the taxpayers? And what really important work was missed due to this misallocation of resources?
The history and the FBI files are silent on all these points for now. But just for now. We might learn something about these interesting subjects later on.

Reyes received the invitation to travel to Russia through a childhood friend who worked as an advisor to the then governor Luis Fortuño, and who was married to the Russian consul.
Rodriguez insisted on cataloging Reyes’ interest in the trip as “irresponsible and poorly judged,” and stated that he intended to travel, despite documents shown by the plaintiff’s attorney pointing to Reyes’s efforts to request permission. In fact, a communication sent by the head of security in Washington clarified that “it is perfectly legal” to travel abroad, including Russia, provided that the form is completed for such purposes.
Reyes did not make the trip to Russia. He did not even ask for a license to do so, but according to Rodríguez, it was “because the opportunity was not presented because there was the investigation”.
The matter was referred to the Office of the Inspector General, which determined shortly after Reyes had not committed any criminal act, although some protocol violations related to travel policy and the use of office equipment to contact persons related to trip. The FBI investigation, however, lasted for about two years, and finally did not find criminal behavior.
Rodriguez said he regularly asked the FBI about the investigation in order to replace Reyes in his position. He acknowledged, however, that he never asked for a formal meeting with the FBI to address the issue. Reyes was assigned to other duties and ended up working with issues related to the Social Security office in another building.
Federal prosecutors, Jason Weida, led prosecutor Rodriguez to recall an incident for which Reyes was sanctioned.
It was that he used a photo modified with Photoshop of a security guard with a legend considered in bad taste and that made reference to an alleged homosexual tendency. “It was determined that it was an inappropriate behavior, unacceptable,” said Rodriguez.
Before the testimony of Rodriguez, at the end of the statements of Maria Dominguez, ex-prosecutor already retired but that at the time of the facts was the second in command at the local office of the federal prosecutor, in addition to the incident with the photo came to light another episode for which Reyes was also sanctioned.
This other event was related to a “gossip” that Reyes and prosecutor Carmen Márquez were investigating, and that had to do with what Dominguez described as “false and malicious accusations” that imputed to two prosecutors a questionable use of an apartment that she rented for a period of time while a high-profile case was being developed in the federal court of San Juan. Because of this situation, Márquez received a warning that did not go to his file, while Reyes received a more severe reprimand, as part of the progressive discipline application policy.
At the end of the day, Rodriguez defended the treatment given to Reyes in the prosecution, and said that despite the FBI investigation and the prohibitions against him, as well as the incidents for which he had been sanctioned, he never considered taking him out of the office.
“While all this was happening, we treated him well, we gave promotions, his salary was maintained, he was assigned a case of disability fraud that has been one of the most important in Puerto Rico, he was assigned to be a paralegal, which is a good position. and important. We wanted to give him a job in what he was prepared for, we gave him the work of statistics (of the arms initiative) and of paralegal, “said Rodriguez. “His separation from the post was always thought of as temporary. Fire Rodriguez-Velez from the DOJ, and fire Carlos Cases from the FBI, and investigate them to the heart of their bones!

This is long overdue in both cases, it seems to me. No puns or jokes are intended. Zis iz no djok.
And by the way, I think that they are the “Russian spies” themselves. In my humble opinion.
I also have to say, for the sake of balance and objectivity, and according to my observations and impressions, that under the current PR FBI Directorship of Mr. Leff, the things appear to be somewhat more normal and healthier. Hopefully, this is just the beginning. PR branch of the FBI plays an enormously important role in the Island’s political, social, and cultural lives, and the quality of its leadership is definitely a factor in the Island’s development.
